National Center for Youth Law The National Center for Youth Law
(NCYL) works to---amplify youth power, dismantle racism and other
structural inequities, and build just policies, practices, and
culture in support of young people. Our efforts advance justice
through research, community collaboration, impact litigation, and
policy advocacy that fundamentally transforms our nation's approach
to education, health, immigration, foster care, and youth justice.

themselves. Team Description FosterEd Arizona is a part of the
Compassionate Education Systems initiative at NCYL, aimed at
improving the educational outcomes of children and youth in state
care. This initiative operates at systems, youth, and community
levels to ensure students in foster care experience compassion by
the many adults entrusted to support them and are supported on
their path to graduate from high school with many opportunities
ahead of them. NCYL partners with the Governor's Office, Department
of Child Safety, and other stakeholders to implement this statewide
program, with regional focus areas in Pima, Maricopa, and Yavapai
counties. Position NCYL seeks an Education Liaison for the FosterEd
Arizona program in Maricopa County, a collaboration with the
Arizona's Department of Child Safety (DCS). This person will be
passionate about improving education outcomes for youth in the
foster care system. This is a great opportunity for someone
passionate about advocating on behalf of students in foster care
and supporting academic success. Essential Functions Provide
coaching and support to biological parents, relatives, caregivers
and other adults serving as educational decision-makers for young
people under DCS supervision. Advocate for special
education/section 504 services, school of origin retention, and in
school disciplinary proceedings. Frequent communication and
collaboration with school staff, biological parents, caregivers,
DCS, social workers, and other service providers to create
education plans for youth. Attend frequent meetings to advocate on
behalf of youth. Support capacity-building efforts via
presentations and trainings to community partners. Track required
data and enter case notes in a web-based case management tool in a
consistent and timely manner. Keep well informed on policies and
laws relevant to child welfare and education. Support youth and
families by providing linkages to community resources. Required
Qualifications Ability to obtain an Arizona Level 1 Fingerprint
Clearance Card Be able to pass Department of Child Safety
background checks A valid Arizona driver's license and regular
access to a reliable vehicle Other Qualifications Minimum of two
(2) years of experience working with youth in the foster care
system. Knowledge of the legal protections for youth in foster care
under Every Student Succeeds Act. General knowledge of Special
Education processes and laws relevant to foster youth. Knowledge of
trauma-informed and culturally sensitive practices. Demonstrated
ability to quickly build rapport with youth and families,
especially through virtual/remote engagement. Ability to identify
school-based and external community-based resources and make
appropriate referrals. Demonstrated ability to collaborate and
coordinate services with community agencies in a professional
manner. Strong interpersonal and communication skills with the
ability to work well autonomously and as a part of a team.
Commitment to NCYL's mission and ability to utilize a racial
justice lens. Excellent creative problem-solving skills. Ability to
navigate cloud servers, Zoom, phone systems and other software.
Bilingual proficiency in Spanish preferred. Physical Requirements
Prolonged periods sitting at a desk and working on a computer.
Salary, Benefits and Location This is a full-time, non-exempt
position.---Salary is competitive at $58,696.00 annually.--- NCYL
